Hiring Vets -- The Untapped Goldmine

I need your help. If you have any suggestions please comment.  
For reasons that are inexplicable to me, it seems that many employers are not availing themselves of the wealth of talent coming back from our nation’s wars. Veterans — especially recent veterans — are not the labor pool of last resort, but rather, should be, the labor pool of first resort. 
It all confounds me. 
Employers are unanimous in telling me the most important thing they are looking for is quality applicants with soft skills. You know — understand organizational goals, coming to work on time, drug free, the ability to work as part of a team, and etc. And yet when a population comes along that is exactly what employers say they want, that population gets a stiff arm that would make Marshawn Lynch envious. 
What’s the real deal? I’m dying to know why this is such a hard nut to crack. Is it a skill match? Do employers not really want workers with solid soft skills? 

Any help anyone could give me would be appreciated.
